Countdown begins for rocket launch with Indian cryo-engine


The countdown to launch a heavy rocket with an Indian cryogenic engine to inject an advanced communication satellite in the geo-synchronous Orbit began on Wednesday at the Sriharikota spaceport in Andhrapradesh, a space agency official said.

"The countdown began at 11.27 a.m. at our Satish Dhawan Space Centre in Sriharikota. All preparations for launching the geo-synchornous satellite launch vehicle (GSLV-D3) carrying the geo-stationary experimental satellite (GSAT-4) on Thursday at 16.27 IST are progressing satisfactorily," ISRO Director S. Satish told the sources.

The spaceport is located on a small island off the Bay of Bengal, about 80 km north-east of Chennai.

The preparations during the 29-hour countdown includes filling up the second stage and four strap-ons of the 416-tonne rocket with about 200 tonnes of liquid propellants.

"In the run up to lift-off, the cryogenic upper stage will also be filled with propellants. Certain mandatory checks and charging of batteries on the 50-meter tall rocket and the 2.2-tonne satellite onboard will be carried during the countdown," Satish said.

Readiness of the ground stations at Sriharikota, Biak in Indonesia and the master control facility at Hasan in Karnataka, about 180 km from here, will also be tested by the space scientists and engineers simultaneously.

India to send two astronauts in space - ISRO

New Delhi: India will send two astronauts into space using an indigenous rocket and an announcement for this is likely to be made within a couple of months, the Indian Space Research Organization (ISRO) said on Tuesday.

In an interview to a private channel, ISRO chairman K. Radhakrishnan said that in the next few weeks, the government may announce approval of India's most expensive scientific programme - that of putting two Indian astronauts in space.

With this, India is set to join the select club of the US, Russia and china that have human space flight capabilities. The announcement has come two days before ISRO's test for an indigenous Geosynchronous Satellite Launch Vehicle (GSLV) rocket.

Radhakrishnan told NDTV that India has technical capabilities for sending astronauts into the space. He said that the government approval for this Rs. 124 billion venture may come in a couple of months.

On being asked if it will be announced in the Prime Minister's Independence Day speech, the ISRO chief confirmed that "the approval and announcement could happen even before that."

Radhakrishnan says ISRO is ready to launch Indian astronauts by 2017. "As of now what we have is a pre-project study," he said, adding that the astronaut programme will be implemented in phases.

The first phase is to test the unmanned crew module and a service module in space four years from now. After that the Geosynchronous Satellite Launch Vehicle (GSLV) will be used to launch the Indian astronauts.

Target to enroll 30 percent of eligible students in colleges by 2020 - Sibal

New Delhi: Human Resource Development (HRD) Minister Kapil Sibal on Tuesday told Parliament thatthe government has set a target of ensuring that 30 percent of eligible students should attend college by 2020.

At present, 220 million students go to schools across the country and only 12.4 percent of them are eligible to go to colleges. By the year 2020, the gross involvement ratio has to be increased up to 30 percent, he said while replying to a debate in Lok Sabha on the Central Universities (Amendment) Bill, 2009.

The bill, moved by the minister on Monday aiming to set up two central universities in Jammu and Kashmir, was later passed by voice vote.

Sibal stressed the need to exponentially expand theuniversity education system and called for a national effort to achieve this goal. "The house should think in terms of next generation," he said.

He said the government has not meted out any discrimination towards any states on allotting 12 central universities, which the government plans to set up across the country.

Asking each state government to identify four or five sites with 500 acres of land to set up the central universities, Sibal said an expert committee would decide the place where the institution could be set up.

The minister, however, opposed the idea of setting up central universities in remote areas where there is no connectivity.

He said the government has already allocated central universities to Karnataka,Orissa, Punjab and Tamil Nadu - states being ruled by non-Congress governments - and the Congress-ruled state of Haryana.

The minister said if the government had political consideration, it would not have allocated central universities to the states being ruled by non-Congress governments.

Sibal, who urged the MPs to set aside political differences, also called for "quality" in the field of university education.

"We need to set up a benchmark (through the central universities)," said the minister, adding that the state universities should also follow suit.

"This is not a quantitative exercise. This is a qualitative exercise," the minister said.

Justifying the government's decision to set up two central universities in Jammu and Kashmir, the minister said it was "for the sake of the people and for the sake of peace and unity".

12 lakh new learners at IGNOU in 2010

New Delhi: Indira Gandhi National Open University (IGNOU) recently signed a Memorandum of Understanding (MoU) with the Indian Army for establishment of IGNOU-Army Community Colleges, which will lead to an exponential increase in its total student enrolment.

The student enrolment is expected to rise from 25 lakh in 2009 to 37 lakh in January 2010.

IGNOU's Vice-Chancellor, Professor V. N. Rajasekharan Pillai made the announcement in order to emulate the initiatives taken by the university to celebrate its silver jubilee year starting November 19.

Today, learners enrolled for the university range from as low as 18 years to as high as 90 years of age including school drop-outs, factory workers, farmers, prisoners in Tihar Jail, and sex workers.

Abdul Kalam to visit Mumbai engineering college

Dr. A.P.J Abdul Kalam - the ex-president of India, will grace the closing ceremony of the Silver Jubilee Celebrations of K.J. Somaiya College of Engineering (KJSCE) on September 26, 2009.

Young engineers at KJSCE will be displaying their innovative projects on this occasion. Dr. Kalam's interaction with the young minds will provide them with insights and unleash their potential which will help them flourish and reach greater heights.

A major highlight of the year was the accreditation of all the five courses in the college by the National Board of Accreditation. The college also acquired permanent affiliation to the University of Mumbai in the silver jubilee year.

Dr. R.A. Mashelkar, the ex-Director General of Council of Scientific and Industrial Research (CSIR), at the opening ceremony of the 25th year of KJSCE on 12th September, 2008 emphasized the fact that technology is in concurrence with society and humanitarian causes.

He echoed the theme of the college for the 25th year - The Human Face of Technology; sensitizing the budding engineers with their environment and urging them to take technology to the masses; an idea reflected every October at Abhiyantriki, the technical festival of KJSCE.

Last October had robots abound, classrooms turned into gaming arenas, debates on nuclear technology over canteen tables and project intricacies as the latest gossip.

"The silver jubilee year has lent a golden sheen to the students' technical abilities at KJSCE. It would be interesting to hear Dr.Kalam's views on the theme during the 25th year closing ceremony celebrations", an institute official told NNE.

Prakalp, the platform for young technicians of Mumbai, saw engineers competing and innovating on their pet fields in form of futuristic project models.

The National conference on 'Emerging Trends on Computers, Communication and Information Technology' conducted in March 2009, jointly by the Information Technology, Computer Engineering department together with IEEE Bombay Section, IETE Mumbai Centre, ISTE KJSCE Chapter, CSI Mumbai Chapter and University of Mumbai definitely set the ball rolling.

It saw some of the best ideas come up. It was followed by another National Conference on 'Global Challenges for Deemed universities in Indian Education by 2020' on 4th April 2009.

Adding a feather to the cap was the Orion Racing India - a team of engineers from KJSCE. The team is into automobile design and fabrication for the past three years. Orion Racing India is the most successful Indian team to participate in an international engineering design event.

Orion Racing India participates in Formula Student Germany, an international car designing event held at the Hockenheim ring, a renowned Formula 1 racing circuit.

Symphony, the annual cultural festival was literally a 'symphony' of different elements-of culture, of young enthusiasm, of budding talent; each lending its own individualistic beat. With seventy-five institutes from all over Mumbai getting in above five thousand students, the celebrations scaled new heights.

Well, if technology is human, then culture is the force that binds it into a society. At Somaiya, traditions which are both centuries old or young are cherished. At 'Garba Nite', Somaiyaites donned their traditional outfits, picked up their dance sticks and threw in some traditional beats on the dance floor. If Garba had Somaiya on its feet, then the Dahi Handi celebrations had its own pomp and fervor.

IIT Delhi helping Ethiopia become tech-savvy

New Delhi: Many students in Ethiopia are studyingengineering and technology in virtual classrooms, some of their teachers seating in the Indian Institute of Technology, Delhi (IIT-D) which is helping that country become tech-savvy.

The idea to empower Ethiopia's university students was mooted by its ambassador to India and even its prime minister was eager to have an association with IIT Delhi.

"The Ethiopian government is making a rapid expansions in education but it doesn't have the required infrastructure. The ambassador talked to us and then the process moved. Even their prime minister was very eager for this association," M. Balakrishnan, dean of post-graduate studies at IIT Delhi, told sources on Sunday.

"They want to churn out tech-savvy students and here we are playing a role. We have designed four courses for the Addis Ababa University," said Balakrishnan, who is the key official in this project.

He said two courses - construction technology andmanagement, and chemical engineering - have been taught for a semester. The other two courses - computer engineering and manufacturingengineering - will complete their first semester in a couple of months.

"Initially, we have a four-year agreement with Ethiopia. Our job is to develop curriculum, set up a laboratory, give teachings both through virtual classroom and face-to-face mode. We are also responsible for students' evaluation. But the degree will be awarded by the Addis Ababa University," said Balakrishnan, a senior professor in the school of computer science at the IIT.

He said that Ehtiopia has set a target of producing 10,000 science and engineeringstudents at the higher education level in next five years or so, and for this it has availed of the expertise of the IIT-Delhi as one of the partners. It wants to become technology-savvy and "we are facilitating that".

The elite institute is delivering the courses via a two-way video/audio link. "This helps make interaction two-way and participatory. Students ask questions and we answer them while sitting in our institute," explained Balakrishnan.

At least 46 faculty members are involved in the project and the IIT-Delhi offers up to 70 hours per week of instructions. There are around 50 students in each semester in each course.

"During every semester, the chief instructors of all subjects go to Ethiopia once to teach students in person. The whole idea is to make the learning process better and smoother. We are happy with the outcome so far," he added.

No board exam for Class X in CBSE from 2011

NEW DELHI: Beginning 2011, Class X board examinations will become a thing of the past. Instead, students will be promoted to senior secondary through an internal assessment. This was announced here on Monday by Union Human Resource Development Minister Kapil Sibal as a major stress buster for students.

Grading for 2010 boards

Since the decision has been taken in the middle of the academic year, students in Class X this year will have to appear for the board examination as scheduled, but will be graded instead, Central Board of Secondary Education (CBSE) chairman Vineet Joshi said. Students will be graded into nine categories, from exceptional to unsatisfactory.

Though initially there were indications that students changing schools after Class X would have to appear for the board examination, Mr. Joshi said that instead they would appear for an online/offline/on-demand assessment and would be issued certificates on pre-printed stationery supplied by the CBSE and attested by the regional offices of the Board.

Students who may need certification of the Board at a later stage to change schools can also appear for same assessment.

It will also be available to students who want an independent assessment of their academic skills.

IIMC to have four more branches

New Delhi: The Indian Institute of Mass Communication (IIMC) will have four more branches - one each in Jammu & Kashmir, Mizoram as also one each in the Southern and Western India.

Minister for Information and Broadcasting, Mrs. Ambika Soni announced this at the 42nd Convocation function held at IIMC, New Delhitoday.

The Minister said that these Institutes would be set up in a phased manner and proposals will be firmed up soon in consultation with the concerned agencies and the State Governments. The Minister also said that IIMC will be upgraded as an International Media University.

The Ministry is working out the modalities to develop this Institute into a world class media education, training and research University. After upgradation to an InternationalMedia University, IIMC will be able to award degrees in addition to the Post Graduate Diplomas it currently awards.

IIMC will also be able to start courses at the Under-Graduate and Post Graduate level and award M.Phil and PhD degrees, Soni elaborated.

The Guest of Honour, Shekhar Gupta congratulated the class of 2009 and urged them to keep intact the essential skill of ‘curiosity’ to succeed in journalism. He also advised the budding journalists to ensure credibility in all their future assignments.

The Chairman IIMC and Secretary I&B, Raghu Menon conferred the Diplomas on 243 students of Post-graduate Diploma course in Advertising and Public Relations, English and Hindi Journalism, Radio & TV Journalism including the 58 students of English and Oriya Journalism of Dhenkanal Branch of IIMC, based on the reports of the respective course Directors.

The Director IIMC and Additional Secretary I & B, Stuti Kacker presented the Director’s Report on the occasion of the 42nd convocation. The Director informed that most of the successful Diploma course graduates have already been absorbed by major media organizations despite the slowdown. Ambika Soni presented the awards to the meritorious students.

Each department has a number of full time faculty members - Professors, Associate Professors and Assistant Professors. Several Guest faculties can also be visiting the University. A student may take up only one programme at a time from the University.

(a)Draw the EER diagram for the hospital showing all entities, relationship, aggregation, generalisation and specialisation. (5 Marks)

(b)Create the normalised tables till 5 NF, highlighting all the different types of dependencies including Multi-Valued and Join dependencies (if your design does not have any such dependency, then you must explain the MVD and JD with the help of an example situation related to any University). Explain a timestamp based protocol that ensures serialisability during concurrent transactions with the help of an example involving at least two concurrent transactions that are trying to modify the same data items. Design a suitable object oriented database management system with the help of ODL. Also write a query that finds the price that is to be paid by one student on purchase of some blocks. (5 Marks)

(b) Create a semi structured data using XML for a software company employee (assume a maximum of 5 employees). You may include the fields – ID, Name, contact phones, address – home, office and emergency. Create a suitable DTD for this document. What kind of support is build by commercial DBMS for XML? (5 Marks)

Background and Project Specifications:

ABC University has different course on offer. It wants to provide web support to their students mainly in Course Registration and Examination. In Online course registration, student can register for different available courses of the University after he/she filled up online registration form with details of DD/Cheque no. etc. The filled up students form will stored in a database and will be send to the administration section. Administration after checking the eligibility criteria, fee details and payments will provide the user name, enrollment number, and password to the students. The goal of second module Online Examination is to develop a system for testing a student’s knowledge of different available courses. Once student is eligible for examination based on duration, fees payments, attendance etc, student can fix up the time for examination of a course. After authentication using user name and password of the student. The system will generate questions at random from a database. Some questions will be factual, multi-choice questions. Some will require an exact answer. For example, the computer may generate a random 8-bit binary integer and the student will be asked to convert it into a decimal value. The examination system should be diagnostic and locate the student’s problems. For example, if students perform well in one area, further questions at the same level in the same area will not be asked.

Question 1:
A database Management system is to be created for a Study Centre to keep track of the students and the assignment records of the students. The database records the date of submission of assignment, the date of evaluation, the date of viva, the date of declaration of results, who evaluated the assignment, and the mark list description in which the assignment marks were sent to Regional Office. The database also maintains the details of the evaluators. Please perform the following activities for the description as given above.

(a) Design the database with suitable integrity constraints and create the database. (3 Marks)
(b)Write the following queries using SQL:
(i)Find the List of the students who have not submitted even a single assignment.
(ii)Find the details of the evaluators by whom average marks awarded are more than 70%.
(iii)Find the students who have passed more than 5 assignments.
(iv) Find the list of students who have not appeared in viva. Make and state suitable assumptions, if any.

(c) Assume two views for the above table. The first view is for the data entry person who is only allowed to enter new data in all the three tables, however, once he/she enters the data he/she is not allowed to modify it. Second for the students who can see only the marks that he/she has obtained in his/her submitted assignments. Create the two views and one user of the each view. Give the suitable access rights to the views/users. (4 Marks)
(d) Write a procedure that creates a mark list for the specified subject and evaluator. The mark list at the top displays the subject code (course code) and title and the name of the evaluator. The details shown in the mark list are – student ID, student name, student marks and equivalent grades. Please note that Grades are to be calculated from marks by this procedure as per the following scheme –
>=75% and above A
>=60% and <>=50% and <60% C
<50% F

(e) Perform the following activities:
(i) Create a trigger that prints the assignment result of the student if he fails in that assignment.
(ii) Create a trigger that automatically gives a grace of a maximum of 2%, if a student gets 48% marks in the assignment. For example, if an assignment marks are entered as 48%, then the trigger will automatically convert the marks to 50%, so is the case of student who gets 49% marks. His/her marks will be updated to 50% by the trigger.

(v)A Book store manages inventory of Books in its warehouse. The orders are given by the store to the suppliers of books. On receipt of books the receipt challan is verified against the orders. A supplier may supply part order also, however, they are expected to supply the all the items in a specified period. Any sale of the book is also recorded in the system and the books are reordered as per the need. A book is identified by its ISBN Number and their can be many copies of the books available in the store at a time. An order has unique order number. An order may be for more than one book. A supplier is identified by a unique supplier number. List all the entities, attributes of each entities and relationships among entities. Draw the E-R diagram for the Book store. You may use the concept of keys, cardinality etc. in a proper way. Make and state suitable assumptions, if any.

Question 2: (20 Marks)

(i)You have explained the concept of Referential Integrity in Question 1. Database Modifications may also result in loss of referential integrity. How can you preserve database integrity when database modification results in loss of Integrity? Explain it with the help of examples. Some of the integrity problems may be caused by data redundancy. However, many people claim redundancy is beneficial too. “ Redundancy of data is many times beneficial” Justify the statement, also describe the situation when redundancy will mess up the current data base status, at that instance of time what actions you will prefer to take.

(ii)Consider the following relation for a University:
Student_Record ( ID, Name, date of birth, age, address, programme, subject code, subject name, subject credits, teacher ID, teacher name (who taught that subject), teacher qualification, date of evaluation of the subject, marks)
A teacher can teach many subjects. A student can enrol only for one programme at a time. A programme may consist of a number of subjects. A student may appear for a subject more than once.
Identify the functional dependencies in the relation given above. Normalise the relational up to BCNF. Make suitable assumptions, if any

(iii)List the features of the following file organisations giving their advantages and disadvantages:

(v)Given the Book Store system in problem 1 (v). Create the suitable relational design for the E-R diagram so created. Identify all the constants on various attributes and tables. “HomeCook” Private Ltd. has main products like pressure cookers, cookwares, water purifiers, food processors etc. The company markets its products to wholesalers all over the country and dealers sell them further to customer. The company has eight regional offices and many sales persons are attached to regional offices. Salespersons contact dealers and explain about products, incentives offered, training programs for wholesalers and demonstrations for customers etc. Dealers place orders with the salespersons attached with the regional office of their location. After receiving goods they make payments, which may be in installments. Company would like to develop a system to monitor sales of different products, performance of salespersons and orders from wholesalers. You are asked to create the database of “HomeCook” Private Ltd in MS-Access, which must provide the following functionalities:
